Understanding Supply Chain Threats

The NIST Supply Chain Risk Management Framework
NIST provides the most comprehensive guidance on SCRM through several publications:
NIST SP 800-161 Rev. 1 (Cybersecurity Supply Chain Risk Management Practices for Systems and Organizations) is the primary reference. It defines a structured approach to identifying, assessing, and mitigating supply chain risks across the enterprise.
The framework organizes SCRM activities into three tiers:
Tier 1 -- Organization. Enterprise-level governance, including SCRM policy, risk appetite, and organizational roles and responsibilities. This is where leadership defines how much supply chain risk the organization is willing to accept.
Tier 2 -- Mission/Business Process. Process-level controls, including vendor selection criteria, procurement requirements, and contract management. This is where supply chain risk considerations are integrated into business operations.
Tier 3 -- Operational/System. Technical controls applied to specific systems, including software composition analysis, integrity verification, and runtime monitoring. This is where supply chain protections are implemented in code and infrastructure.
NIST SP 800-53 Rev. 5 includes a dedicated Supply Chain Risk Management (SR) control family with 12 controls covering supply chain risk management plans, acquisition strategies, supplier assessments, and component authenticity.
Building Your Vendor Assessment Program
Vendor assessment is the operational core of any SCRM program. It determines which vendors represent the most risk and applies appropriate scrutiny to each.
Vendor Tiering
Not every vendor needs the same level of assessment. Tier your vendors based on risk:
Tier 1 (Critical). Vendors with access to sensitive data, production systems, or core business operations. Examples: cloud infrastructure providers, identity providers, payment processors, primary SaaS platforms. These vendors require comprehensive security assessments, annual reviews, and contractual security obligations.
Tier 2 (Important). Vendors with access to internal data or business-supporting systems but not directly to customer data or production infrastructure. Examples: HR platforms, marketing automation tools, collaboration software. These vendors require security questionnaire reviews and periodic reassessment.
Tier 3 (Standard). Vendors with minimal data access or system integration. Examples: office supply vendors, non-integrated SaaS tools, consulting firms with no system access. These vendors require basic due diligence and standard contractual terms.
Assessment Components
For Tier 1 and Tier 2 vendors, your assessment should include:
- Security certifications. Request current SOC 2 Type II reports, ISO 27001 certificates, or other relevant certifications. Review the report, not just the certificate -- read the exceptions and control descriptions.
- Security questionnaire. Use a standardized questionnaire (SIG Lite, CAIQ, or your own based on framework requirements) to evaluate controls not covered by their SOC 2 report.
- Data flow mapping. Document exactly what data the vendor can access, where it is stored, how it is transmitted, and who within the vendor organization has access.
- Incident history. Review publicly disclosed breaches and ask the vendor about incidents in the past 24 months.
- Business continuity. Evaluate the vendor's disaster recovery and business continuity capabilities, especially for critical dependencies.
- Sub-processor review. Identify the vendor's own critical vendors (sub-processors) and evaluate the risk they introduce.
Software Supply Chain Security
For SaaS companies, the software supply chain -- open-source libraries, container images, build tools, and package registries -- presents the most immediate and technically complex risk surface.
Software Bill of Materials (SBOM)
An SBOM is a formal inventory of all software components in your application, including direct dependencies, transitive dependencies, and their versions. SBOMs have moved from a nice-to-have to a regulatory requirement:
- Executive Order 14028 (May 2021) requires SBOMs for software sold to the federal government.
- CISA has published guidance on SBOM formats (SPDX, CycloneDX) and minimum data fields.
- Enterprise customers increasingly request SBOMs as part of procurement security reviews.
- FDA requires SBOMs for medical device software under the PATCH Act provisions.
Generate SBOMs as part of your build process and maintain them as living documents that update with every release.
Dependency Scanning
Implement automated dependency scanning across your codebase:
- Software Composition Analysis (SCA). Tools that identify known vulnerabilities in your dependencies by matching them against vulnerability databases (NVD, OSV, GitHub Advisory Database). Integrate SCA into your CI/CD pipeline so vulnerable dependencies are flagged before they reach production.
- License compliance. Scan dependencies for license obligations that may conflict with your business model or customer requirements. Some licenses (AGPL, for example) have copyleft provisions that may be incompatible with proprietary distribution.
- Dependency pinning. Pin dependency versions in your lock files to prevent unexpected updates. Use hash verification to ensure downloaded packages have not been tampered with.
- Private registries. Host approved packages in private registries to reduce exposure to public registry compromises and typosquatting attacks.
Container and Image Security
If you deploy containerized applications:
- Scan base images for known vulnerabilities before building on them
- Use minimal base images (distroless, Alpine) to reduce attack surface
- Sign container images and verify signatures before deployment
- Monitor for vulnerabilities in deployed images and trigger redeployment when critical fixes are available
Contractual Protections
Technical controls must be reinforced by contractual obligations. Your vendor agreements should include:
Security requirements. Minimum security controls the vendor must maintain, including encryption, access controls, vulnerability management, and incident response capabilities.
Audit rights. The right to audit or assess the vendor's security practices, either directly or through third-party assessments.
Breach notification. Specific timelines for notifying you of security incidents (72 hours or less for incidents affecting your data). Requirements for forensic investigation and remediation reporting.
Data handling obligations. How the vendor may use, store, and transmit your data. Restrictions on sub-processing. Requirements for data deletion upon contract termination.
Compliance maintenance. Requirements to maintain relevant certifications (SOC 2, ISO 27001, HIPAA) and provide updated reports annually.
Indemnification and termination. Financial liability for vendor-caused breaches. Data return and deletion provisions upon contract termination. Transition assistance and escrow arrangements for critical source code or data.
Monitoring Your Supply Chain
Assessment is not a one-time event. Ongoing monitoring is essential:
- Continuous vendor monitoring services that track vendor security ratings, breach disclosures, and certificate expirations

- Containment. Isolate affected systems. Revoke vendor access credentials. Block communication with compromised vendor infrastructure. Roll back to known-good versions of affected software.
- Assessment. Determine the scope of exposure. What data did the compromised vendor have access to? What systems communicated with compromised endpoints? How long was the exposure window?
- Notification. Notify affected customers, regulators, and other stakeholders as required by your legal obligations and incident response plan.
- Recovery. Restore from known-good backups. Replace compromised dependencies. Re-credential affected integrations. Validate system integrity before restoring service.
- Lessons learned. Update your vendor assessment criteria. Strengthen monitoring for the attack vector used. Review whether contractual protections provided adequate response support.
