How to choose

COSO ERM is the right choice when cybersecurity risk is one of many risk categories you need to manage at the enterprise level. If your organization has a board of directors that expects formal risk reporting, if you are subject to SOX compliance requirements, or if you need to integrate cybersecurity risk with financial, operational, and strategic risk management, COSO ERM provides the governance structure to do it.

For most SaaS startups and growth-stage technology companies, COSO ERM is unnecessarily complex. It is designed for organizations with established governance hierarchies, formal board oversight, and dedicated risk management functions. FAIR: Quantitative Cyber Risk Analysis

The Factor Analysis of Information Risk (FAIR) model is not a traditional risk management framework -- it is a quantitative risk analysis methodology that produces risk estimates in financial terms. While NIST RMF, ISO 31000, and COSO ERM tell you how to manage risk, FAIR tells you how much risk you actually have, measured in dollars.

How FAIR works

FAIR decomposes risk into measurable components using a taxonomy that separates Loss Event Frequency (how often something happens) from Loss Magnitude (how much it costs when it does).

Loss Event Frequency is determined by:

Risk acceptance decisions. Accepting a risk that is "medium" on a qualitative scale is a judgment call. Accepting a risk with an estimated annualized loss of $15,000 is a business decision backed by data.

Limitations of FAIR

FAIR requires data. You need reasonable estimates for threat event frequency, vulnerability probability, and loss magnitude -- and for many organizations, especially early-stage companies, this data is limited. HIPAA: Security Risk Analysis

HIPAA requires a risk analysis under the Administrative Safeguards (45 CFR 164.308(a)(1)(ii)(A)). Assign every risk an owner. A risk without an owner is a risk nobody is managing. The risk owner is accountable for ensuring the treatment plan is executed and for reassessing the risk on schedule.
