A disaster recovery plan that exists only as a document in a shared drive is not a plan. It is a liability. Auditors know the difference, and they will test for it.

Compliance frameworks require more than written procedures for recovering from outages, data loss, or infrastructure failures. They require evidence that those procedures have been tested, that recovery objectives are defined and achievable, and that the organization can actually restore operations within the timeframes it has committed to.

For SaaS companies, disaster recovery is both a compliance requirement and a commercial necessity. Enterprise customers evaluate your DR capabilities during procurement. Downtime translates directly to revenue loss and customer churn. And a failed DR test during an audit can delay your certification by months.

This guide covers how to build a disaster recovery plan that satisfies SOC 2, ISO 27001, and HIPAA requirements, with specific attention to cloud-native DR strategies for SaaS environments.

Disaster Recovery vs. Business Continuity

Disaster recovery (DR) and business continuity planning (BCP) are related but distinct disciplines. Confusing them leads to gaps in both.

Business continuity planning addresses how the organization maintains essential functions during and after a disruption. BCP covers people, processes, facilities, and communications. It answers the question: "How do we keep operating?"

Disaster recovery focuses specifically on restoring IT systems, data, and infrastructure after a failure. DR is a subset of BCP. It answers the question: "How do we get our systems back online?"

Compliance frameworks require both. SOC 2 addresses them under Common Criteria 7 (system operations) and Common Criteria 9 (risk mitigation). ISO 27001 covers them in Annex A.5.29 and A.5.30. HIPAA requires a contingency plan under 164.308(a)(7) that includes a disaster recovery plan, an emergency mode operations plan, and testing and revision procedures.

Your DR plan should reference the broader BCP but remain focused on the technical recovery procedures, systems, and objectives.

Defining RTO and RPO

Every disaster recovery plan is built around two metrics: Recovery Time Objective (RTO) and Recovery Point Objective (RPO).

Recovery Time Objective (RTO) is the maximum acceptable duration of downtime. It answers: "How quickly must we restore this system?"

Recovery Point Objective (RPO) is the maximum acceptable amount of data loss measured in time. It answers: "How much data can we afford to lose?" An RPO of one hour means you must be able to restore data to a state no more than one hour before the failure.

These metrics should not be set uniformly across all systems. Not every system carries the same business impact. A tiered approach is standard:

Tier 1: Mission-Critical Systems

  • Production application, primary database, authentication services
  • RTO: 1 to 4 hours
  • RPO: Near-zero to 15 minutes
  • Strategy: Active-active or hot standby with continuous replication

Tier 2: Business-Important Systems

  • Internal tools, staging environments, analytics platforms, CI/CD pipelines
  • RTO: 4 to 24 hours
  • RPO: 1 to 4 hours
  • Strategy: Warm standby with periodic replication

Tier 3: Non-Critical Systems

  • Development environments, documentation platforms, archival systems
  • RTO: 24 to 72 hours
  • RPO: 24 hours
  • Strategy: Cold standby with daily backups

Auditors will verify that your stated RTOs and RPOs are supported by your actual DR architecture. If your Tier 1 RTO is one hour but your database backups run daily, there is a gap the auditor will flag.

Cloud DR Strategies

SaaS companies running on AWS, GCP, or Azure have several DR architecture options, each with different cost, complexity, and recovery characteristics.

Backup and Restore

The simplest and least expensive approach. Data is backed up to a separate region or storage service. In a disaster, infrastructure is rebuilt from infrastructure-as-code templates and data is restored from backups.

  • RTO: Hours to days, depending on data volume and infrastructure complexity.
  • RPO: Determined by backup frequency (hourly, daily).
  • Cost: Low -- only storage costs during normal operations.
  • Best for: Tier 3 systems and organizations with higher tolerance for downtime.

Pilot Light

A minimal version of the production environment runs continuously in a secondary region. Core components (database replicas, DNS configurations) are maintained, but application servers are not running. In a disaster, the pilot light environment is scaled up to full capacity.

  • RTO: 1 to 4 hours, depending on scaling time.
  • RPO: Minutes, if database replication is continuous.
  • Cost: Moderate -- continuous cost for database replicas and minimal infrastructure.
  • Best for: Tier 2 systems and cost-conscious organizations that need faster recovery than backup-and-restore.

Warm Standby

A scaled-down but fully functional copy of the production environment runs in a secondary region. The standby environment handles a portion of traffic or runs in an idle-but-ready state. In a disaster, the standby environment is scaled to full capacity and traffic is rerouted.

  • RTO: 30 minutes to 2 hours.
  • RPO: Near-zero with synchronous or asynchronous replication.
  • Cost: Moderate to high -- continuous cost for running infrastructure at reduced scale.
  • Best for: Tier 1 systems where downtime must be minimized.

Multi-Region Active-Active

The application runs simultaneously across two or more regions, with traffic distributed across all regions. If one region fails, the remaining regions absorb the traffic automatically.

  • RTO: Near-zero -- failover is automatic.
  • RPO: Zero with synchronous replication.
  • Cost: High -- effectively doubling infrastructure costs.
  • Best for: Mission-critical applications where any downtime is unacceptable, such as healthcare platforms or financial services.

DR Testing: The Control Auditors Will Verify

A DR plan that has never been tested is, from an auditor's perspective, an unvalidated hypothesis. Every compliance framework requires periodic testing, and auditors will request evidence of test execution and results.

Types of DR Tests

Tabletop exercises walk through the DR plan in a conference room setting. Participants discuss their roles and actions in response to a hypothetical scenario. Tabletop exercises are low-risk and useful for identifying procedural gaps, but they do not validate technical recovery capabilities.

Walkthrough tests involve stepping through the recovery procedures without actually executing them. The team verifies that documentation is current, that dependencies are identified, and that each step is feasible.

Simulation tests execute the recovery procedures in a non-production environment. The team restores from backups, brings up standby infrastructure, and validates application functionality. This is the minimum level of testing that auditors expect.

Full failover tests involve actually failing over production traffic to the DR environment. This is the gold standard for DR validation but carries risk if the DR environment has untested issues. Full failover tests are typically conducted during maintenance windows with customer notification.

Testing Frequency

  • Tabletop exercises: Quarterly is standard.
  • Simulation tests: Semi-annually at minimum. Many frameworks expect annual full simulations.
  • Full failover tests: Annually for Tier 1 systems.

Each test must produce documentation that includes the test date, scope, participants, procedures followed, results, issues identified, and remediation actions. This documentation is primary audit evidence.

Framework-Specific DR Requirements

SOC 2: The Common Criteria (CC7.5, CC9.1) require that the organization designs, develops, and implements activities to restore the environment following identified disruptions. Auditors expect a documented DR plan, defined RTOs and RPOs, and evidence of testing.

ISO 27001: Annex A.5.29 requires information security continuity planning. A.5.30 requires ICT readiness for business continuity, including defined recovery objectives and tested recovery procedures. The standard explicitly requires that DR plans be tested at regular intervals.

HIPAA: The contingency plan requirement (164.308(a)(7)) includes a disaster recovery plan (required), an emergency mode operations plan (required), testing and revision procedures (required), and data backup plan (required). The requirement for applications and data criticality analysis ensures that RTO/RPO tiers are formally defined.

Documentation Requirements

A complete DR plan document should include:

  1. Purpose and scope -- which systems and data are covered.
  2. Roles and responsibilities -- who declares a disaster, who leads the recovery, who communicates with stakeholders.
  3. Contact information -- emergency contact list for all team members, vendors, and service providers involved in recovery.
  4. System inventory -- all in-scope systems with their tier classification, RTO, RPO, and recovery strategy.
  5. Recovery procedures -- step-by-step procedures for each system tier, including infrastructure provisioning, data restoration, application deployment, and validation.
  6. Communication plan -- how customers, employees, regulators, and partners are notified during a disaster.
  7. Dependencies -- external services, third-party vendors, and infrastructure components that the recovery depends on.
  8. Testing schedule and results -- planned test dates, test types, and historical test results.
  9. Plan maintenance -- how and when the plan is reviewed and updated.
