That statistic, originally published by the University of Texas and corroborated by subsequent research from FEMA and the Insurance Information Institute, has not improved with time. If anything, the increasing dependence on interconnected cloud infrastructure, real-time data processing, and always-on SaaS delivery has made the consequences of an unplanned disruption more severe, not less.

And yet, when auditors sit down to evaluate a company's compliance posture -- whether for SOC 2, ISO 27001, or HIPAA -- the business continuity plan is consistently one of the weakest areas. Not because companies ignore it entirely, but because what they produce fails to meet the standard. The BCP is a dusty document written by a consultant two years ago, never tested, never updated, and disconnected from the actual systems and processes the business depends on. It names people who no longer work at the company. It references infrastructure that has been replaced. It assumes a single-office model when the workforce is distributed. It defines recovery time objectives that no one validated.

This guide covers how to build a business continuity plan that does two things: it keeps your business running when something goes wrong, and it satisfies the specific requirements of every major compliance framework. Those objectives are not in tension. An effective BCP is an auditable BCP, and an auditable BCP that has never been tested is worthless. The goal is to build one plan that accomplishes both.


What Is a Business Continuity Plan?

A business continuity plan is a documented framework that defines how an organization will maintain essential functions during and after a disruption. The disruption can be anything: a ransomware attack that encrypts production databases, a cloud provider outage that takes down critical services, a natural disaster that destroys a data center, a pandemic that prevents employees from accessing the office, or a key vendor that goes offline without warning.

The BCP is not a single document. At maturity, it is a system of interconnected plans and procedures that together cover the full scope of continuity:

  • Business impact analysis (BIA) that identifies which processes are critical and how quickly they must be restored
  • Recovery strategies that define how each critical process will be maintained or restored
  • Communication plans that ensure the right people are notified and coordinated during a disruption
  • Testing and exercise plans that validate the BCP works before a real disruption forces the question
  • Maintenance procedures that keep the BCP current as the business evolves

What a BCP is not

A business continuity plan is not a disaster recovery plan, an incident response plan, or a crisis communication plan -- though it connects to all three. The BCP is the umbrella. It addresses the continuity of the entire business -- operations, customer support, finance, legal, human resources -- not just IT systems. Disaster recovery is a subset. Incident response is a related but distinct discipline. The BCP ties them all together.

A BCP also is not a theoretical document. If your business continuity plan has never been tested, it is an assumption, not a plan. Auditors understand this distinction, and they will probe for evidence that the plan has been exercised.


Why Compliance Frameworks Require a BCP

Every major compliance framework mandates business continuity planning. The logic is straightforward: an organization that cannot maintain critical operations during a disruption cannot protect the data, systems, and services it has been entrusted with. Business continuity is not a nice-to-have control. It is foundational.

Here is exactly where each framework sets its requirements.

SOC 2: Availability Criteria A1.2

SOC 2 addresses business continuity through the Availability Trust Service Criteria, specifically:

  • A1.2 -- Recovery objectives and procedures. The entity authorizes, designs, develops or acquires, implements, operates, approves, maintains, and monitors environmental protections, software, data backup processes, and recovery infrastructure to meet its objectives. Recovery procedures include the authorization, design, development, acquisition, implementation, operation, approval, maintenance, and monitoring of recovery plans and tests of recovery plans.

In practice, SOC 2 auditors evaluate whether your organization has:

  • Documented recovery time objectives (RTOs) and recovery point objectives (RPOs) for critical systems
  • A business continuity plan that addresses how critical operations continue during disruptions
  • Evidence that the BCP has been tested, with documented results
  • Evidence that test findings were remediated and the plan was updated accordingly

The Availability criteria are not optional. ISO 27001: Annex A Controls A.5.29 and A.5.30

ISO 27001:2022 addresses business continuity through two specific Annex A controls:

  • A.5.29 -- Information security during disruption. The organization shall plan how to maintain information security at an appropriate level during disruption. This means that your BCP cannot sacrifice security controls in the name of speed. Recovery procedures must maintain access controls, encryption, logging, and other security measures even while operating in a degraded state.
  • A.5.30 -- ICT readiness for business continuity. ICT readiness shall be planned, implemented, maintained, and tested based on business continuity objectives and ICT continuity requirements. This is the technical backbone: your disaster recovery procedures, failover configurations, backup systems, and recovery testing.

HIPAA: Section 164.308(a)(7) -- Contingency Plan

HIPAA is explicit and prescriptive about business continuity. Section 164.308(a)(7)(i) requires covered entities and business associates to establish policies and procedures for responding to an emergency or other occurrence that damages systems containing electronic protected health information (ePHI). The contingency plan standard includes five implementation specifications:

  • 164.308(a)(7)(ii)(A) -- Data backup plan (Required). Establish and implement procedures to create and maintain retrievable exact copies of ePHI.
  • 164.308(a)(7)(ii)(B) -- Disaster recovery plan (Required). Establish and implement procedures to restore any loss of data.

  • 164.308(a)(7)(ii)(D) -- Testing and revision procedures (Addressable). Implement procedures for periodic testing and revision of contingency plans.
  • 164.308(a)(7)(ii)(E) -- Applications and data criticality analysis (Addressable). Assess the relative criticality of specific applications and data in support of other contingency plan components.

The "addressable" designation on the last two specifications does not mean optional. It means the organization must implement the specification, or document why it is not reasonable and appropriate and implement an equivalent alternative measure. Business Continuity vs Disaster Recovery: Understanding the Difference

The terms "business continuity" and "disaster recovery" are frequently used interchangeably. They are not the same thing, and conflating them creates real problems during audits and real gaps during disruptions.

Business continuity planning is the strategic, organization-wide discipline of ensuring that essential business functions can continue during and after a disruption. It encompasses people, processes, technology, facilities, vendors, and communications. A BCP asks: "How does the business keep operating?"

Disaster recovery is a subset of business continuity focused specifically on restoring IT systems, infrastructure, and data after a disruption. A DR plan asks: "How do we get our systems back online?"

Why the distinction matters for audits: An auditor who asks for your business continuity plan and receives only a disaster recovery plan will note a gap. The DR plan may be excellent, but if it does not address how non-IT functions -- customer support, finance, legal, HR -- continue operating during a disruption, the BCP requirement is not met. Conversely, a BCP that references disaster recovery but has no documented DR procedures beneath it is incomplete.

The best approach: build the BCP as the master plan with the DR plan as a component within it. The BCP provides the strategic framework; the DR plan provides the technical execution details for IT recovery.


Business Impact Analysis (BIA): The Foundation of Your BCP

The business impact analysis is the single most important step in business continuity planning. Without a BIA, everything that follows is guesswork. The BIA identifies which business processes are critical, quantifies the impact of their disruption, and establishes the recovery objectives that drive every subsequent decision.

How to conduct a BIA

A business impact analysis follows a structured methodology:

Step 1: Identify all business processes. Catalog every business function across every department. This is not limited to technology. Include customer onboarding, invoice processing, payroll, customer support ticket handling, sales operations, regulatory reporting, and every other process that keeps the business running.

Step 2: Determine process dependencies. For each process, map the dependencies: What systems does it rely on? What data does it need? Which vendors support it? Which personnel are required? Which other processes feed into it or depend on its output?

Step 3: Assess disruption impact. For each process, evaluate the impact of disruption across multiple dimensions over increasing time periods:

  • Financial impact: Lost revenue, contractual penalties, regulatory fines, recovery costs
  • Operational impact: Downstream process failures, backlog accumulation, capacity degradation
  • Customer impact: SLA breaches, customer churn, reputational damage, loss of trust
  • Regulatory impact: Compliance violations, mandatory reporting triggers, audit findings
  • Legal impact: Breach of contract, litigation exposure, regulatory enforcement actions

Assess these impacts at specific time intervals: 1 hour, 4 hours, 8 hours, 24 hours, 48 hours, 72 hours, 1 week, 2 weeks. This creates a disruption impact curve that reveals exactly when a manageable disruption becomes a business-threatening one.

Step 4: Establish recovery objectives. Based on the impact assessment, define two critical metrics for each process:

  • Recovery Time Objective (RTO): The maximum acceptable time between disruption and restoration. An RTO of 4 hours means the business has determined that the process must be restored within 4 hours of going down.
  • Recovery Point Objective (RPO): The maximum acceptable amount of data loss measured in time. An RPO of 1 hour means the business has determined that it can tolerate losing, at most, the last hour of data.

Step 5: Classify and prioritize. Assign each process a criticality tier based on the BIA results:

Building Your BCP: Step-by-Step Framework

With the BIA complete, you have the data needed to build the plan. The following eight-step framework produces a BCP that is both operationally effective and audit-ready.

Step 1: Define scope and objectives

Document what the BCP covers: which locations, which business units, which systems, which regulatory requirements. Define the objectives: what does "continuity" mean for your organization? For a SaaS company, this typically means maintaining customer-facing services within defined SLA parameters, protecting customer data, and meeting regulatory obligations.

Step 2: Establish governance and ownership

Assign a BCP owner -- typically a senior leader such as the VP of Operations, CISO, or Head of IT. Define the business continuity team, including representatives from every critical function: engineering, operations, customer support, finance, legal, HR, and communications. Document who has the authority to activate the BCP, who makes decisions during a disruption, and who communicates with external stakeholders.

Step 3: Document recovery strategies for each critical process

For every Tier 1 and Tier 2 process identified in the BIA, document the specific strategy that will be used to maintain or restore the process. This is the core of the BCP. Recovery strategies must address:

  • How the process will continue (workaround, manual fallback, alternate system, automated failover)
  • What resources are required (personnel, systems, data, vendor support)
  • Who is responsible for executing the recovery
  • What the trigger is for activating the recovery strategy
  • How you will know the recovery was successful (validation criteria)

Step 4: Build the communication plan

A disruption without coordinated communication becomes a crisis. The communication plan must address:

  • Internal notification: Who is notified first? Through what channel? (Use out-of-band communication -- do not rely solely on systems that may be affected by the disruption.) What information is communicated at each stage?
  • Customer communication: Who authorizes external communication? What are the message templates? How will customers be notified -- status page, email, in-app notification? What are the SLA notification requirements?
  • Vendor notification: Which vendors need to be contacted? What support do you need from them?
  • Regulatory notification: What are the mandatory notification timelines? Who is responsible for regulatory communication?
  • Media communication: Who is the spokesperson? What are the holding statements?

Maintain a current contact list with primary and alternate contacts for every stakeholder group. Review and update the list quarterly.

Step 5: Document the activation and escalation process

Define the specific criteria that trigger BCP activation. Not every disruption requires full plan activation. Establish escalation levels:

  • Level 1 -- Monitoring: A potential disruption has been identified. The BCP team is notified and monitoring the situation.
  • Level 2 -- Partial activation: A disruption is affecting one or more business functions. Relevant recovery strategies are activated for affected processes.
  • Level 3 -- Full activation: A major disruption is affecting multiple critical business functions. The full BCP is activated. The crisis management team assumes coordination.

Document who has the authority to escalate at each level and what information they need to make that decision.

Step 6: Integrate with the disaster recovery plan

The BCP references the DR plan for IT recovery. Ensure alignment between:

  • BIA-defined RTOs and the DR plan's actual recovery capabilities
  • BIA-defined RPOs and the DR plan's backup frequency and replication lag
  • BCP communication procedures and DR team notification procedures
  • BCP escalation levels and DR plan activation criteria

If there is a gap -- for example, the BIA defines a 1-hour RTO for the production database but the DR plan can only achieve a 4-hour recovery -- that gap must be closed before the BCP can be considered operational. Either adjust the RTO (with documented business justification) or improve the DR capability.

Step 7: Establish the testing program

Define the testing cadence and methodology (covered in detail in the BCP Testing section below). At minimum:

  • Tabletop exercises: at least twice annually
  • Walkthrough tests: at least annually
  • Functional tests of recovery procedures: at least annually for Tier 1 processes
  • Full simulation: at least once every two years

Step 8: Define the maintenance and review cycle

Document how and when the BCP will be reviewed and updated. Triggers for BCP review include:

  • Scheduled review (at least annually)
  • After any BCP activation (real disruption)
  • After any BCP test (incorporating lessons learned)
  • After significant organizational changes (mergers, acquisitions, new products, new markets)
  • After significant infrastructure changes (cloud migration, new data centers, vendor changes)
  • After changes to regulatory requirements

Recovery Strategies by Business Function

A common BCP mistake is treating recovery as purely an IT exercise. Auditors -- particularly ISO 27001 auditors -- expect to see recovery strategies that address every critical business function, not just technology.

IT and Engineering

  • Production systems: Multi-region deployment with automated failover. Database replication with defined RPO. Infrastructure-as-code enabling rapid environment reconstruction. Runbooks for every failure scenario.
  • Development and CI/CD: Backup of source code repositories (not just one Git host). Alternate CI/CD pipeline capability. Developer access continuity through alternate identity providers or break-glass accounts.
  • Data: Automated backups with defined frequency matching RPO requirements. Backup integrity testing (restore from backup regularly, do not just verify backup completion). Off-site or cross-region backup storage. Encryption of backups at rest and in transit.

Operations

  • Vendor management: Identify single points of failure in the vendor ecosystem. Document alternate vendors for critical services. Maintain contact information for vendor support escalation. Include vendor SLAs in BIA dependency mapping.
  • Facilities: Alternate work locations (remote work capability, co-working spaces, alternate office). Physical security continuity for any remaining on-premise infrastructure. Utility disruption procedures (power, internet, HVAC for server rooms).

Customer Support

  • Ticket handling: Alternate support platform capability. Knowledge base accessibility during disruption. Escalation procedures when normal tools are unavailable.
  • Customer communication: Pre-drafted templates for disruption notification at each severity level. Status page infrastructure independent of primary production systems. Social media monitoring and response procedures.
  • SLA management: Tracking of SLA impacts during disruption. Documentation of customer-impacting events for post-incident reporting.

Finance

  • Payroll: Alternate payroll processing procedures. Ensure payroll provider is included in vendor continuity planning.
  • Accounts receivable and payable: Manual processing procedures for critical payments. Cash flow management during extended disruption.
  • Financial reporting: Backup access to accounting systems. Procedures for regulatory filing deadline management during disruption.

BCP Testing: Tabletop Exercises, Walkthroughs, and Full Simulations

An untested BCP is not a plan. It is a hypothesis. Every compliance framework requires evidence that the BCP has been tested, and auditors have become increasingly sophisticated at distinguishing between genuine testing and checkbox exercises.

Types of BCP tests

Tabletop exercises are discussion-based sessions where the BCP team walks through a disruption scenario verbally. No systems are actually affected. The facilitator presents a scenario -- "At 2:00 AM on a Saturday, your primary cloud region goes offline. Walk me through what happens." -- and the team discusses their response, referencing the BCP. Tabletop exercises are low-cost, low-risk, and highly effective at identifying gaps in procedures, unclear responsibilities, and outdated contact information.

Structured walkthroughs go one level deeper. Team members physically walk through each step of the BCP for a given scenario, verifying that they can access the systems, documents, and contacts referenced in the plan. They do not execute recovery procedures, but they verify that every prerequisite is in place. Can the on-call engineer access the disaster recovery runbook? Does the communication template still reflect the current product? Is the vendor emergency contact number still valid?

Functional tests involve actually executing specific recovery procedures in a controlled environment. Restore a database from backup and verify data integrity. Fail over to a secondary region and confirm service availability. Switch to an alternate communication channel and verify message delivery. Functional tests validate that the recovery procedures work, not just that they are documented.

Full simulations combine multiple elements: they activate the BCP, execute recovery procedures across multiple functions, test communication flows, and measure actual recovery times against RTOs. Full simulations are the gold standard of BCP testing because they reveal coordination failures, timing assumptions that do not hold, and dependencies that were missed during planning.

How to structure a tabletop exercise

  1. Define the scenario. Choose a realistic disruption scenario relevant to your business. Good scenarios for SaaS companies include: primary cloud region outage, ransomware attack on production infrastructure, critical vendor failure (e.g., authentication provider goes offline), insider threat that compromises customer data, and simultaneous security incident and infrastructure failure.

  2. Identify participants. Include representatives from every function covered by the BCP: engineering, operations, customer support, communications, legal, finance, and executive leadership. The exercise loses value if only IT participates.

  3. Prepare scenario injects. Plan 3-5 escalation points during the exercise. Start with the initial disruption, then introduce complications: "It has now been 2 hours and you have received 50 customer support tickets. Your CEO is asking for a public statement. Your cloud provider's status page shows no estimated resolution time."

  4. Facilitate the exercise. Walk through the scenario in real-time. At each stage, ask: Who is notified? What action is taken? What systems are used? What decisions need to be made? Who has the authority to make them? What happens if the primary contact is unavailable?

  5. Document findings. Record every gap, ambiguity, and failure point. Common findings include: contact information that is outdated, notification procedures that assume systems that might be down, recovery procedures that no one has actually tested, unclear ownership for cross-functional decisions, and RTO assumptions that are not achievable.

  6. Create an action plan. Convert findings into specific, assigned, time-bound remediation actions. Track them to completion. The action plan and its completion status become audit evidence.

BCP for SaaS and Cloud-Native Companies

Business continuity planning for SaaS and cloud-native companies looks fundamentally different from traditional BCP. The disruption scenarios are different. The recovery strategies are different. The testing approaches are different. And the audit expectations are evolving to reflect this reality.

Multi-region architecture as a continuity strategy

For SaaS companies running on AWS, GCP, or Azure, multi-region deployment is the cornerstone of business continuity. A well-architected multi-region setup provides:

  • Automated failover when the primary region experiences an outage. Services automatically redirect to the secondary region with minimal or zero downtime.
  • Data replication across regions, ensuring that RPOs measured in seconds are achievable for production data.
  • Geographic resilience against region-specific events (natural disasters, power grid failures, regulatory actions).

However, multi-region architecture is not a BCP by itself. Auditors will ask: What happens if the failover does not work? What is the manual failover procedure? How do you handle data consistency during a split-brain scenario? Who monitors the failover and validates that it completed successfully? These questions must have documented answers.

Auto-scaling and self-healing infrastructure

Cloud-native architectures using Kubernetes, serverless functions, or managed container services can incorporate self-healing capabilities:

  • Auto-scaling ensures that load spikes do not cause service degradation by automatically provisioning additional compute resources.
  • Health checks and automatic restarts detect and recover from individual instance failures without human intervention.
  • Immutable infrastructure (infrastructure-as-code) means that a compromised or failed environment can be rebuilt from scratch in minutes rather than days.

Document these capabilities in the BCP. They are recovery strategies, and auditors will give credit for them -- but only if they are documented, monitored, and tested.

Cloud-specific disruption scenarios to plan for

Traditional BCPs focus on physical disasters. Cloud-native BCPs must address:

  • Cloud provider region outage (your primary region goes offline for hours or days)
  • Cloud provider account compromise (an attacker gains access to your cloud management console)
  • Cloud service degradation (a specific service -- database, DNS, load balancer -- performs poorly without a full outage, causing cascading failures)
  • Cloud provider billing or account suspension (your account is suspended due to a billing dispute, policy violation, or compromise)
  • Multi-cloud dependency failure (you use AWS for compute but a third-party SaaS tool hosted on GCP fails)
  • DNS provider failure (your DNS provider goes down, making your services unreachable even though they are running)
