Disadvantages: Requires reliable historical data on incident frequency and financial impact, which most organizations lack. Time-intensive and prone to false precision.

Risk Score Calculation

Document your risk acceptance threshold. Most organizations accept Low risks (scores 1-4) without additional controls and require treatment plans for Medium and above. Your auditor will verify that risks above the acceptance threshold have documented treatment plans.

Step 3: Risk Treatment Options

For each risk that exceeds your acceptance threshold, select a treatment option:

Mitigate (Treat). Implement controls to reduce the likelihood or impact of the risk. This is the most common treatment option. Example: Implementing multi-factor authentication to mitigate the risk of credential compromise.

Transfer. Shift the risk to a third party, typically through insurance or outsourcing. Example: Purchasing cyber insurance to transfer the financial impact of a data breach. Note that transferring a risk does not eliminate your compliance obligation -- you remain responsible for controls.

Avoid. Eliminate the risk by discontinuing the activity or removing the asset that creates the risk. Example: Decommissioning a legacy system that cannot be patched to avoid the risk of exploitation.

Accept. Formally acknowledge the risk and choose not to take additional action, typically because the cost of treatment exceeds the potential impact. Risk acceptance must be documented, approved by an appropriate authority (typically a risk owner at the management level), and reviewed periodically.

Document the selected treatment option for every risk in your risk register. Auditors will verify that treatment decisions are deliberate, documented, and approved by appropriate personnel.

Risk Register Structure

Framework-Specific Requirements

SOC 2

SOC 2 requires risk assessment as part of the Common Criteria (CC3.1 through CC3.4).
