For defense contractors and their supply chain partners, CMMC compliance is no longer a future consideration -- it is a current business requirement.

This guide covers everything you need to know about CMMC in 2026: the three certification levels, what each requires, how the assessment process works, what it costs, and how CMMC relates to compliance frameworks you may already hold.

What Is CMMC?

The Cybersecurity Maturity Model Certification is a DoD program that verifies defense contractors have implemented adequate cybersecurity controls to protect Federal Contract Information (FCI) and Controlled Unclassified Information (CUI). Before CMMC, contractors self-attested to their cybersecurity practices through DFARS clause 252.204-7012. The DoD found that self-attestation was insufficient -- many contractors claimed compliance but had not actually implemented required controls.

CMMC replaces self-attestation with verified assessments. Depending on the sensitivity of information handled, contractors must achieve one of three certification levels, verified either through self-assessment or third-party evaluation.

Who Needs CMMC?

Any organization that contracts with the DoD or participates in the defense industrial base (DIB) supply chain will eventually need CMMC certification. This includes:

  • Prime contractors who hold direct DoD contracts
  • Subcontractors who receive CUI or FCI from prime contractors
  • Managed service providers (MSPs) and cloud service providers (CSPs) that store, process, or transmit CUI on behalf of defense contractors
  • SaaS vendors whose products are used to handle CUI or FCI
  • Professional services firms (accounting, legal, consulting) that access CUI in the course of their work for defense contractors

The requirement flows down through the supply chain. If a prime contractor must achieve CMMC Level 2, they will require their subcontractors handling CUI to achieve the same level.

CMMC 2.0 Levels Explained

CMMC 2.0 streamlined the original five-level model into three levels:

Level 1: Foundational

Who needs it: Organizations that handle Federal Contract Information (FCI) but not Controlled Unclassified Information (CUI).

What it requires: Implementation of 17 basic cybersecurity practices drawn from FAR clause 52.204-21. These are fundamental security hygiene controls:

  • Limit system access to authorized users
  • Limit information system access to the types of transactions and functions authorized users are permitted to execute
  • Verify and control connections to external information systems
  • Control information posted on publicly accessible information systems
  • Identify information system users and processes acting on behalf of users
  • Authenticate users, processes, or devices before allowing access
  • Sanitize or destroy media containing FCI before disposal or reuse
  • Limit physical access to organizational systems and equipment
  • Escort visitors and monitor visitor activity
  • Maintain audit logs of physical access
  • Control and manage physical access devices
  • Monitor, control, and protect organizational communications
  • Implement subnetworks for publicly accessible system components
  • Identify, report, and correct information and system flaws in a timely manner
  • Provide protection from malicious code
  • Update malicious code protection mechanisms
  • Perform periodic scans and real-time scans of files from external sources

Assessment: Annual self-assessment. Results are submitted to the Supplier Performance Risk System (SPRS). No third-party assessment required.

Affirmation: A senior company official must affirm the self-assessment results annually.

Level 2: Advanced

Who needs it: Organizations that handle Controlled Unclassified Information (CUI). This is the level most defense contractors targeting significant DoD work will need.

What it requires: Implementation of all 110 security controls from NIST SP 800-171 Revision 2, organized across 14 control families:

  1. Access Control (AC) -- 22 controls covering account management, access enforcement, information flow, least privilege, remote access, and wireless access
  2. Awareness and Training (AT) -- 3 controls for security awareness training, role-based training, and insider threat awareness
  3. Audit and Accountability (AU) -- 9 controls for audit logging, event correlation, audit review, audit protection, and audit reporting
  4. Configuration Management (CM) -- 9 controls for baseline configurations, configuration settings, change tracking, access restrictions, and minimum functionality
  5. Identification and Authentication (IA) -- 11 controls for user identification, multi-factor authentication, authenticator management, and cryptographic authentication
  6. Incident Response (IR) -- 3 controls for incident handling, reporting, and response testing
  7. Maintenance (MA) -- 6 controls for system maintenance, maintenance tools, nonlocal maintenance, and maintenance personnel
  8. Media Protection (MP) -- 9 controls for media access, marking, storage, transport, sanitization, and CUI handling
  9. Personnel Security (PS) -- 2 controls for personnel screening and termination procedures
  10. Physical Protection (PE) -- 6 controls for physical access, visitor management, and monitoring
  11. Risk Assessment (RA) -- 3 controls for risk assessments, vulnerability scanning, and remediation
  12. Security Assessment (CA) -- 4 controls for security assessments, plans of action, continuous monitoring, and system connections
  13. System and Communications Protection (SC) -- 16 controls for boundary protection, cryptographic protection, collaborative computing, session termination, CUI handling, and mobile code
  14. System and Information Integrity (SI) -- 7 controls for flaw remediation, malicious code protection, security alerts, monitoring, and system integrity

Assessment: For contracts involving CUI that the DoD deems critical or high-value, a third-party assessment by a CMMC Third-Party Assessment Organization (C3PAO) is required. The assessment results in a certification valid for three years. For lower-priority CUI programs, self-assessment with SPRS submission may be acceptable.

Plans of Action and Milestones (POA&Ms). CMMC 2.0 allows limited use of POA&Ms for Level 2 assessments. Contractors may receive conditional certification with a POA&M for a defined subset of controls, provided those controls are remediated within 180 days. Not all controls are eligible for POA&M treatment -- certain critical controls must be fully implemented at the time of assessment.

Level 3: Expert

Who needs it: Organizations that handle the most sensitive CUI and require protection against advanced persistent threats (APTs).

What it requires: All 110 NIST SP 800-171 controls plus a subset of controls from NIST SP 800-172 (Enhanced Security Requirements for Protecting CUI). These additional controls address sophisticated threat actors and include requirements for:

  • Penetration testing
  • Threat hunting
  • Enhanced security architecture
  • Advanced network segmentation
  • Cross-domain security
  • Data-at-rest protections beyond standard encryption

Assessment: Government-led assessment conducted by the Defense Contract Management Agency (DCMA) Defense Industrial Base Cybersecurity Assessment Center (DIBCAC).

CUI Handling Requirements

Understanding what constitutes CUI and how to handle it is fundamental to CMMC compliance.

What is CUI? Controlled Unclassified Information is government-created or government-possessed information that requires safeguarding or dissemination controls per law, regulation, or government policy, but is not classified. CUI categories include technical data, export-controlled information, personally identifiable information, proprietary business information, and law enforcement sensitive information. The CUI Registry maintained by the National Archives lists all CUI categories and subcategories.

CUI handling requirements include:

  • Marking documents and media that contain CUI with appropriate designations
  • Encrypting CUI in transit (FIPS 140-2 validated cryptography) and at rest
  • Limiting access to CUI to individuals with a legitimate need to know
  • Storing CUI only in authorized systems that meet NIST 800-171 control requirements
  • Destroying CUI-containing media using approved sanitization methods
  • Tracking CUI throughout its lifecycle from creation through destruction
  • Reporting CUI incidents to the DoD within 72 hours

The Assessment Process

For Level 2 Third-Party Assessments

  1. Preparation. Conduct an internal readiness assessment against all 110 NIST 800-171 controls. Document your System Security Plan (SSP) describing how each control is implemented. Develop POA&Ms for any controls not yet fully implemented.

  2. Scoping. Define your CUI boundary -- the systems, networks, and people that store, process, or transmit CUI. Reducing your CUI scope reduces your assessment burden.

  3. Select a C3PAO. Choose an accredited CMMC Third-Party Assessment Organization from the Cyber AB marketplace. Schedule the assessment well in advance -- demand for C3PAOs exceeds supply.

  4. Pre-assessment. Many C3PAOs offer optional pre-assessment engagements to identify gaps before the formal assessment. This is strongly recommended.

  5. Formal assessment. The C3PAO assessment team reviews your SSP, interviews key personnel, examines technical evidence, and evaluates control implementation. The assessment typically takes one to two weeks on-site depending on scope.

  6. Results. The C3PAO submits the assessment results to the CMMC Program Management Office. If all controls are met (or eligible POA&Ms are documented), you receive certification valid for three years.

  7. Annual affirmation. Between assessments, a senior company official must annually affirm that the organization continues to maintain its certified security posture.

CMMC Costs

CMMC compliance costs vary significantly based on organizational size, current security posture, and target level:

Level 1. For small businesses with basic security already in place, costs are primarily internal labor for self-assessment and gap remediation. Expect $5,000 to $30,000 for a small organization.

Level 2 (Self-Assessment). Internal costs for implementing NIST 800-171 controls, documentation, and self-assessment. For a company starting from a low maturity baseline, implementation costs typically range from $50,000 to $250,000 depending on scope and complexity.

Level 2 (C3PAO Assessment). Add C3PAO assessment fees ($50,000 to $150,000 depending on scope) on top of implementation costs. Total first-year costs for a mid-size contractor can reach $200,000 to $500,000.

Level 3. Significantly higher due to advanced controls and government-led assessment. Costs can exceed $500,000.

How CMMC Relates to Other Frameworks

CMMC does not exist in isolation. Many defense contractors already hold or pursue other compliance certifications:

SOC 2. Significant overlap in access controls, change management, monitoring, and incident response. A strong SOC 2 program covers perhaps 40-50% of NIST 800-171 controls, but CMMC has specific requirements around CUI handling, media protection, and physical security that SOC 2 does not address.

ISO 27001. Broader overlap, especially with Annex A controls. ISO 27001 certification demonstrates a mature ISMS but does not specifically address CUI requirements or the NIST 800-171 control set.

FedRAMP. Cloud service providers achieving FedRAMP authorization at the Moderate baseline satisfy many CMMC Level 2 requirements. Contractors using FedRAMP-authorized cloud services can inherit certain controls.

HIPAA. Some control overlap in access management, encryption, and incident response, but HIPAA's focus on protected health information differs significantly from CUI protection requirements.
